Installers of storage facilities for chemicals.
When is it necessary?
Storage tanks and spill containers manufactured according to the requirements of BRL-K21009 are under the jurisdiction of the Ministry of Infrastructure and Water Management (I and W). In the relevant laws and regulations, the environmental requirements according to various activities are enacted and further elaborated in the Activities Decree (Activiteitenbesluit = BARIM) and Soil Quality Decree (Besluit Bodemkwaliteit).
Requirements from the above legislation refer to PGS 30/PGS 31 and the assessment guideline BRL SIKB 7800/BRL-K903. This applies to flammable and non-flammable substances and chemicals. The certified installer can issue an installation certificate stating that the tank installation complies with the requirements of Evaluation Guideline BRL SIKB 7800/BRL-K903. The storage tanks and spill containers, manufactured according to the requirements of this Evaluation Guideline, are in accordance with the requirements of Evaluation Guideline BRL SIKB 7800/BRL-K903.
Some companies do not fall within the scope of this Ministerial regulation. The requirements regarding the above-ground storage of chemicals for these companies are regulated in the accompanying environmental permit. The permit issuer will include the measures regarding technical integrity and operational management in the environmental permits and will often use this Evaluation Guideline and PGS 30/PGS 31.
