Kiwa Watermark Certification and Testing for Legionella Prevention Systems

Owners of collective water supplies and collective mains networks (together also referred to as collective installations) have a duty, or duty of care regarding the quality of the drinking water they make available based on the Drinking Water Act and the Drinking Water Decree. These owners are not subject to a general obligation to draw up a risk analysis and management plan for legionella prevention.

A certain group of owners of collective installations does have this obligation and are designated in Article 35 of the Drinking Water Decree. This group includes owners of hospitals, a certain group of care institutions, overnight accommodations, asylum seekers' centers, penal institutions, swimming and bathing establishments, camping sites, marinas and truck stops, must have their risk analysis carried out (art. 37, paragraph 3) and have their management plan drawn up (art. 38, paragraph 1) by a company certified based on BRL-6010.

Even if these owners want to use an alternative legionella prevention technique, the substantiation thereof must be drawn up by such a company (art. 44, paragraphs 2 and 3).

Kiwa Watermark certification under Kiwa evaluation guideline BRL-K14010-1 applies to the physical technique intended for use in collective drinking water and hot tap water installations with a pressure of no more than 1 MPa (10 bar) and a water temperature specified by the supplier.

The equipment associated with the physical engineering can be installed at the following locations:

• in the main supply line of the entire installation (gatekeeper concept);
• in the supply line of a part of the installation (gatekeeper concept);
• in an outlet pipe directly in front of a tapping point (point of use concept).

The evaluation guideline BRL K14010-1 is a certification scheme for the Kiwa attest-with-product certificate for legionella prevention with alternative techniques. Part 1 concerns physical technology including management concept for the downstream installation and techniques like microfiltration and ultrafiltration, pasteurization and UV-treatment with low-pressure lamps.

Kiwa Watermark certification under Kiwa evaluation guideline BRL-K14010-2 focuses on electrochemical techniques that have been approved by the Ctgb and that are used in collective drinking and hot tap water installations for ‘in line’ disinfection.

The equipment associated with the electrochemical technique can be inserted in the main supply line of the entire installation, as well as in a section of it.

The evaluation guideline BRL K14010-2 is a certification scheme for the Kiwa product certificate for legionella prevention with alternative techniques. Part 2 concerns electrochemical techniques: - copper / silver ionization - anodic oxidation.

The process certificate ‘Legionella-Safely Managed’ applies to management systems for legionella prevention of water installations and aerosol-forming equipment in the broadest sense of the word.

BRL K14012 evaluation guideline is relevant to both permanent building installations, and temporary installations such as trade fairs.

With the Kiwa Watermark process certificate and the accompanying quality mark 'Legionella-Safely managed', the certificate holder demonstrates the management plan functions and is being complied with and thus meets all the requirements. The certificate holder controls the risk of an exceedance and can ensure the confidence of consumers and / or users in your water installation.

The assessment guideline BRL-K14012 is a certification scheme for legionella safely managed installations.
