Kiwa-Ecobility Experts – Product Level
What you need to know
As an established program operator, Kiwa-Ecobility Experts (Kiwa-EE) support companies, associations or organisations communicate verifiable environmental data for products and services based on European harmonized scientific standards. Through the external validation / verification and subsequent publication of environmental information (e.g. environmental product declaration according to EN 15804 / ISO 21930 and EN 50693) in recognized databases, such as the ECO PORTAL. This enables decision-makers in industry, governmental and non-governmental organizations as well as end consumers to compare products and services based on their environmental impact.
The publication of environmental information (Type III environmental declarations according to ISO 14025) requires the external validation / verification of the environmental information. The information is primarily used for business-to-business or business-to-consumer communication, as a credible, reliable environmental statement.
Kiwa-Ecobility Experts operates the following individual environmental information programmes:
- Environmental information programme in accordance with EN 15804 / ISO 21930
The programme applies to building-related products (construction products or kits or the associated raw materials of the Construction Products Regulation) and building-related services or technical building equipment (in the sense of the provision of water, heat, etc.).
Kiwa-EE is a member of ECO PLATFORM, the umbrella organization for national EPD program operators in Europe, committed to a harmonized European EPD system based on EN 15804.
- Programme for environmental information in accordance with EN 50693
The programme applies to electronic and electrical products and systems (EEPS), with the exception of technical building equipment products (in the sense of the provision of water, heat, etc.).
- Environmental Footprint Program (EU 2021/2279)
Programme for Environmental information in accordance with COMMISSION RECOMMENDATION (EU) 2021/2279 of 15 December 2021 on the application of environmental footprint calculation methodologies for measuring and disclosing the environmental performance of products and organisations along their life cycle [3].

Process
The program operator, Kiwa-EE develops and publishes the necessary product category rules (PCRs) for publication in cooperation with an advisory board (SVA).
Once environmental information (e.g., EPD) is submitted to Kiwa-EE based on the applicable PCR, the external validation/verification process begins. An independent validator/verifier, appointed by the program operator, reviews the data using a standardized checklist aligned with required standards.
If the environmental information meets all formal and technical requirements, a positive validation/verification decision is issued, confirming compliance. If discrepancies are found, necessary corrections must be made before approval. The verification report outlines any deviations and corrective actions, followed by a final quality control check conducted by the program operator. Once all requirements are met, the verified environmental information is published in designated databases (Kiwa, ECO PORTAL, ÖKOBAUDAT), and the customer receives the finalized environmental information (e.g., EPD).

Validation report under Construction Products Regulation (CPR)
The new Construction Products Regulation (CPR), which entered into force on 7 January 2025, regulates the conditions for placing construction products on the market in the EU internal market. It aims to increase product safety, strengthen consumer protection and facilitate standardization processes. It has a strong focus on environmental and sustainability aspects.
